Does not mean that wise people only talk when they have something to say but wise people know WHEN to say words and understand what he is going to talk and have ever experience it, therefore he is brave to say it.

In contrast with fool, they speak up because they need to say something to prove their existance rather than tell the importance of the issues. Some of them need to speak up because they see speaking in public as their need so that people will realize their existance. In fact those people ussually speak something which is publicly well known, asking question in fact they just want to get public agreement and attention.

At least those are the ideas that I got before today,
Today I have learn to complete that quote become "Wise speaks because he has SOMETHING to say while the fool speak because he NEED to say something, but if you answering the fool or answering back YOU EVEN WORSE than the fool."
